The New Route of Commerce: Balıkesir Technological Industry Zone

The New Route of Commerce: Balıkesir Technological Industry Zone
A historic step for Türkiye: Balıkesir’s new 947-hectare industrial hub attracts global investors. With earthquake-safe grounds and prime logistics, it aims to become the new heart of production and distribution in the region.

BALIKESİR BECOMES TÜRKİYE’S NEW INDUSTRIAL AND LOGISTICS HUB: BUTTON PRESSED FOR GIANT 947-HECTARE INVESTMENT

SPECIAL REPORT — Balıkesir is facing a historic step that will redraw Türkiye's production and logistics map. According to the plan prepared by the Balıkesir Metropolitan Municipality and approved by the relevant ministries, a massive area of approximately 947 hectares (roughly the size of 1,325 football fields) is being implemented as a "Technological Industry and Logistics Facility Area" in a strategic region at the intersection of highways within the borders of the Karesi and Balya districts.

This move aims to transform Balıkesir into an attraction center that alleviates the industrial burden of the Marmara Region, attracts international investments, and provides employment for thousands of people.

The project goes beyond merely establishing an industrial zone; it serves as a strategic response to Türkiye's changing economic dynamics and geopolitical position. As industrial areas in Istanbul reach saturation, coupled with rising costs and earthquake risks, investors are pushed to seek new and safe regions. Balıkesir stands out as the strongest address for this search.

PART 1: A GOLDEN OPPORTUNITY FOR INVESTORS — WHY BALIKESİR?

National and international firms seeking a new production and distribution center have turned their eyes to Balıkesir. The occupancy rates of existing Organized Industrial Zones (OSB) in the region have exceeded 90%, revealing an urgent need for new and large-scale industrial parcels. The fact that Balıkesir OSB has reached 94% occupancy is the clearest proof of how attractive the region is for investors.

  • Strategic Location and Logistics Advantages: The area selected for the new base is not a random choice. It is located at the intersection of the İzmir-İstanbul Highway and the Çanakkale Highway, which are vital lifelines for Türkiye. This location will ensure that manufactured products and logistics services reach both major domestic markets and international markets via ports quickly and at low cost.

  • Special Areas for Large-Scale Investments: One of the most striking aspects of the project is its focus on meeting the demands of large investors. The planning includes the design of large industrial parcels exceeding 500,000 square meters. This offers a unique opportunity for international firms, particularly automotive manufacturers, looking to establish giant facilities in Türkiye.

  • Meeting Rising Demand: The South Marmara Development Agency reports that Balıkesir has been unable to respond to demands, particularly from the Istanbul region, for the past two years due to a lack of sufficient space. This project will meet this accumulated demand and attract a major investment wave to the region.

PART 2: WHAT WILL THE LOCAL PEOPLE GAIN? — EMPLOYMENT & DEVELOPMENT

This giant investment harbors significant opportunities not only for large corporations but also for the citizens living in Balıkesir and its surroundings.

  • New Jobs and Economic Revival: The project's biggest promise is employment. It is foreseen that unemployment rates in surrounding neighborhoods such as Turplu, Alidemirci, Narlı, Bakacak, and Aktarma will be nearly eliminated.

  • Qualified Workforce and Education: The project aims to increase the quality of the workforce in the region. Plans include opening technical education units linked to universities within the area to ensure university-industry integration.

  • Sensitivity Regarding Agricultural Lands: Although the 947-hectare area was registered as "Agricultural Land" in the master plan, the process was carried out strictly adhering to legal frameworks and the principle of "Public Benefit."

    • Public Benefit Decision: The Ministry of Agriculture and Forestry granted permission for non-agricultural use on January 2, 2024, citing the strategic importance of the project.

    • Careful Selection: Irrigated fertile lands were avoided. The report notes that the selected area consists largely of dry farming land.

PART 3: SAFETY AND ENVIRONMENT — STEPS TAKEN WITH SCIENTIFIC DATA

Given that Balıkesir is in a 1st-degree earthquake zone, the project's safety and environmental impact were handled with extreme precision.

  • Earthquake Safety Secured: The earthquake risk of the selected area was detailed in the "Micro-zonation Survey Report Based on Development Plan," approved by the Ministry of Environment, Urbanization and Climate Change on May 15, 2024.

  • No Active Fault Line Risk: Paleoseismological trench studies revealed that the relevant branch of the Havran-Balya Fault Zone passing near the area does not cut through Quaternary age sediments and is inactive. This means there is no risk of surface rupture damaging buildings.

  • "Precautionary Area" Status: The ground is classified as "Precautionary Area 2.3 (ÖA-2.3)." This indicates the area is suitable for construction, provided that engineering measures (retaining walls, slope stability analysis) are taken in areas with high slopes or deep excavations.

  • Environmental Sensitivity:

    • Protected Areas Excluded: Forests, pastures, and Wildlife Protection Areas were strictly excluded from the planning.

    • No Polluting Industry: The project is defined as a "Technological Industry Area," explicitly stating that highly polluting industrial production models are not foreseen.

PART 4: PROJECT PROFILE AND OFFICIAL FACTS

The project has reached this stage following rigorous inspections and positive opinions from numerous public institutions.
